NOTE: The minimum annual purchase requirement is 2,000 MWh. 2027 Program Pricing is $3.00/MWh for wind generated in the Midwest and delivered to the TVA system and $5.00/MWh for solar generated in the seven-state Tennessee Valley region. Price subject to change with 30 days’ notice. Not all local power companies (LPCs) are participating. Contact your LPC to express your interest or visit our website for a list of participating LPCs.

What’s new and what’s changing? Here’s what you need to know about Power REC.
What’s changing with Power REC in 2027?
Beginning January 1, 2027, Power REC will no longer carry Green-e® Energy certification. The Power REC program will continue offering renewable energy options and renewable energy certificates (RECs). The change affects only the voluntary Green-e® certification; TVA will continue REC issuance, tracking, and retirement through the North American Renewables Registry (NAR).
Will RECs purchased in 2026 be Green-e® certified?
Yes. RECs purchased in 2026 will remain Green-e® certified, and TVA will maintain existing REC tracking, issuance, and retirement processes in the NAR to ensure transparency and traceability and protect against double counting going forward. However, beginning January 1, 2027, Power REC will no longer carry Green-e® Energy certification. (See previous question and answer for more information.)
Why is Green-e® certification being discontinued for Power REC?
The wind facilities supplying Power REC began operating in 2011–2012 and exceed Green-e®’s 15-year eligibility threshold for “new” renewable resources. Maintaining certification would require TVA to procure newer generation resources solely for compliance, which is not permitted under TVA’s current approved power supply plan.
Where are the renewable energy sources for Power REC located in 2027?
Midwest wind RECs — $3/REC
Renewable wind energy will be delivered to the TVA system from Midwest wind facilities in operation since 2011.
In-Valley solar RECS — $5/REC
Solar RECs are sourced from facilities within the seven-state region that have been online for less than 15 years.
How will renewable energy be verified without Green-e® certification?
TVA will continue:
- Issuing and retiring RECs through the North American Renewables Registry (NAR).
- Providing attestation documentation upon request.
- Maintaining established processes that ensure REC traceability, verified ownership, and protection against double counting.
Will removing Green-e® certification affect sustainability or emissions reporting?
Requirements vary by organization and reporting framework. TVA will continue providing REC source information and retirement documentation. Customers with specific Scope 2, procurement, or certification requirements should verify whether non-Green-e® RECs meet their needs. Customers requiring Green-e® may consider alternative certified RECs from other suppliers. For more information on alternative Green-e® certified products, visit Green-e.org.
I already participate in Power REC (through December 31, 2026). How will these changes impact my enrollment?
Green-e® changes do not impact your 2026 Power REC enrollment. 2026 Power REC agreements will automatically end December 31, 2026 per program guidelines.
To enroll in Power REC for 2027, please submit a new enrollment request and select your preferred REC type.

What is a renewable energy certificate (REC)?
A REC represents the renewable attributes of one megawatt-hour (MWh) of electricity generated from a renewable resource and delivered to the grid. RECs allow tracking of renewable attributes separately from physical electricity. Once a REC is retired for a customer, it cannot be transferred or claimed again.
What is the North American Renewables Registry (NAR)?
The NAR is an electronic system used to issue, track, transfer, and retire RECs. TVA uses the NAR to ensure traceability and prevent double counting for RECs in its renewable energy programs.
